ECS Recruitment is looking for a Property & Asset Management Lead for our client based in Kildare and Kilkenny.
Main purpose of the role
- The post holder will undertake a leadership role as a key member of the Senior Management Team
- Provide excellent leadership to all staff within the Property Maintenance, Housing & Tenancy Management, and associated compliance
- Deliver an integrated, consistent day to day repairs service across all tenures taking into account external best practice regulatory requirements and business priorities
- Be responsible for health and safety and compliance including gas servicing, electrical, fire safety, legionella, and asbestos
Qualification
- A relevant third level qualification in Building Surveying / engineering, maintenance and or another relevant field
- A minimum of five years relevant experience at a senior level in a similar role in the housing/property environment
- Demonstrable knowledge of maintenance service and asset management
- Strong awareness of the regulatory environment
- Proven experience of developing policy and procedures
- Previous relevant service delivery experience
Operational Skills / Knowledge
- Demonstrable knowledge of procurement regulations
- Knowledge of the not-for-profit sector
- Excellent planning and organisational skills
- Experience of managing projects
- Proven experience of report writing, including a high level of numeracy

Main Areas of Work
- Ensure that the company delivers an effective property maintenance service across all tenures in accordance with management contracts, and any current and future organisations
- Lead and be responsible for ensuring the company meets all statutory and regulatory compliance in the maintenance and improvement of its properties, and the properties it maintains for others, across all tenures
- Devise, implement and deliver a planned and reactive maintenance programme and budget, which delivers statutory and regulatory compliance, value for money, ensures property values are enhanced and increases customer satisfaction
- Devise/review and implement an annual property maintenance improvement plan which sets out a robust programme, implementation strategy and budget for reactive repairs, cyclical maintenance
- Lead the delivery and implementation of appropriate health and safety policies, procedures, and systems including risk assessments, to ensure all staff are aware of their responsibilities and are supported to meet their responsibilities for regulatory and statutory compliance across all tenures
- Lead and be responsible for modernising the booking and management processes for reactive repairs, cyclical maintenance, voids, and planned maintenance
- Provide professional senior management support to all direct reports ensuring all supervisory processes take place across the whole service area, including one to one meetings, and that mid-year and annual appraisals are conducted to a high standard
- Regularly review and monitor the performance of appointed contractors to ensure they meet the needs of current and future planned and reactive maintenance works
- Procure new contractors in accordance with the Procurement Procedure Rules and establish the most cost-effective rates for work across the contractor list whilst ensuring quality is maintained
- Manage the performance of contractors and put in place any new contracts for maintenance and improvement of the company properties and the properties it maintains for others, across all tenures always ensuring value for money
- Ensure void properties are scheduled for maintenance and repaired to an agreed standard and available for re-letting within target times in liaison with colleagues across the company
- Support the Head of Finance in the setting and monitoring of all repair and maintenance budgets and ensure targets and budgets within the annual maintenance and improvement plan are met
- Provide professional support to staff on all property maintenance, compliance and improvement matters
- Be the responsible officer for dealing with emergency property maintenance and compliance matters
- Ensure accurate records are kept across all property maintenance and improvement functions
- Liaise with insurers over any works being carried out under insurance claims, maintain and update the Insurance Claims Register
- Work collaboratively with the senior officers in Housing Management to ensure staff undertake regulatory weekly inspections in relation to water and fire safety
- Work in accordance with the policies, practice, and procedures as laid down by the company Board
Qualifications, Knowledge & Experience
- A relevant third level qualification in Building Surveying / engineering, maintenance and or another relevant field
- A minimum of five years relevant experience at a senior level in a similar role in the housing/property environment
- Able to demonstrate sound technical knowledge of health and safety regulations, governance and compliance through previous work experience
- Proven track record, sound knowledge and experience of working in contract management and directly monitoring contractors with a strong focus around productivity, quality, health and safety compliance and cost effectiveness
- Project Management: experience of managing property maintenance, compliance and improvement projects, programmes or contracts within budget and deadlines
- Current full driving licence
- NEBOSH or IOSH qualified (Desirable)
- Professional member of RICS or CIOB or equivalent (Desirable)
- Experience at a senior level in social housing or similar environment (Desirable)

Hours of Duty (40 hours per week): The appointee must be flexible regarding hours of duty (which will be determined by the needs of the Service).
An essential requirement of the position is availability to deal with any emergencies, which may arise outside of normal working hours. Starting and finishing times will be notified by the Senior Operations manager or Designate.
