QUALIFICATION GUIDE

A. CSC – Prescribed Qualification Standards

Education:Bachelor’s degree relevant to the job

Experience:2 years of relevant experience

Training:8 hours of relevant training

Eligibility:Career Service (Professional) 2nd level

B. Preferred Qualifications (Competency-based)

Education:

Bachelor’s degree in Civil Engineering or Architecture an advantage;

Experience:At least three (3) years experience in procurement planning and implementation.

Experience in procurement functions under Foreign-assisted Projects/Programs or Development Programs, an advantage

Training:80 hours of relevant procurement trainings:

At least 40 hours community-based procurement training

At least 40 hours training on RA 9184

Accreditation as GPPB lecturer, an advantage

Training in Project Management an advantage

Eligibility:none required

Job Summary:

Shall assist in project management and implementation through the monitoring and evaluation of regional implementation , provision of technical assistance to the Regional Project Management Offices (RPMOs), identification of policy gaps, and identification of best practices and lessons learned, ensuring compliance to established Program community procurement policies and standards and contributing to knowledge management.

Statement of Duties and Responsibilities:

Monitor compliance to Program community procurement policies and standards, i.e., compliance to the provisions of the procurement manual, RA 9184, and other relevant policies, through field visits, spot checks, and/or documents review;

Provide technical assistance to the RPMO Procurement staff on community procurement policy implementation , and resolution of operational challenges;

Prepare work and MaTA Plans;

Prepare MaTA Reports and Accomplishment Reports;

Prepare procurement implementation status reports;

Act as Resource Person in community procurement capacity building activities.

Identify policy implementation gaps and provide recommendations for policy development or enhancement;

Contribute to knowledge management through the identification and documentation of best practices and lessons learned;

Perform other duties that may be assigned by the Supervisor or Head of the Program, in the exigency of service.

Salary: Php46,725.00 per month
